"Interim Provisions for External Fire Protection Systems and Exterior Wall Fire Protection of Civil Buildings"

Chapter 1 General Provisions

Article 1 This Interim Provision applies to the fire protection design, construction and use of exterior insulation systems and exterior wall decoration for civil buildings.

Article 2 The combustion performance of external insulation materials for civil buildings should be class A and not lower than class B2.

Article 3 In addition to the implementation of this Interim Provisions, the civil building exterior insulation system and exterior wall decoration fire protection design, construction and use shall comply with the relevant provisions of the current national standards and regulations.

Chapter 2 Wall

Article 4 Non-curtain walled buildings shall meet the following requirements:

(i) Residential buildings should meet the following requirements:

1. For a building with a height greater than or equal to 100m, the combustion performance of the insulation material should be Class A.

2. If the height is greater than or equal to 60m and less than 100m, the combustion performance of the insulation material should not be lower than Class B2. When using Class B2 insulation, a horizontal fire barrier should be provided on each floor.

3. For buildings with a height greater than or equal to 24m and less than 60m, the combustion performance of the insulation material should not be lower than Class B2. When using Class B2 insulation, a horizontal fire barrier should be provided for every two layers.

4. For buildings with a height less than 24m, the combustion performance of the insulation material should not be lower than B2. Among them, when B2 insulation materials are used, horizontal fireproof insulation strips should be installed on every three floors.

(2) Other civil buildings shall meet the following requirements:

1. For a building with a height greater than or equal to 50m, the combustion performance of the insulation material should be Class A.

2. If the height of the building is greater than or equal to 24m and less than 50m, the combustion performance of the insulation material should be Class A or Class B1. Among them, when B1 insulation materials are used, horizontal fireproof insulation strips should be provided for every two layers.

3, the height of buildings less than 24m, the thermal insulation material of the combustion performance should not be less than the B2 level. Among them, when B2 insulation materials are used, horizontal fireproof insulation tapes should be installed on each floor.

(C) External insulation systems should use non-combustible or non-flammable materials as protective layers. The protective layer should completely cover the insulation material. The thickness of the protective layer on the first floor should not be less than 6mm, other layers should not be less than 3mm.

(4) The fire-resisting limit of the primary wall of a building adopting an external wall insulation system shall comply with the relevant provisions of the existing fire prevention code.

Article 5 Curtain walled buildings shall meet the following requirements:

(1) When the building height is greater than or equal to 24m, the combustion performance of the insulation material shall be Class A.

(2) When the building height is less than 24m, the combustion performance of the insulation material shall be Class A or Class B1. Among them, when B1 insulation materials are used, horizontal fireproof insulation strips should be installed on each floor.

(C) Insulation materials shall be made of non-combustible materials for protection. The protective layer should completely cover the insulation material. Protective layer thickness should not be less than 3mm.

(4) In the construction of non-transparent curtain wall structures such as metal and stone, the base wall shall be installed, and the fire-resisting limit shall comply with the relevant provisions of the current fire prevention regulations on the fire-resistance limit of the outer wall; the window walls, window walls, and skirts of the glass curtain wall The fire-resistance limit and fire-resisting structure of the wall shall comply with the relevant provisions of the existing fire prevention code on the construction of curtain walls.

(5) The space between the interior cavity of the primary wall and the curtain wall of the building and the walls of the primary wall, the partition walls, the curtain wall and the skirt wall shall be sealed at each floor with fireproof plugging material.

Article 6 When a fireproof barrier is to be provided in accordance with this regulation, Class A insulation materials with a width of not less than 300mm shall be provided along the floor. Fire barriers and walls should be full-surfaced.

Article VII of the decorative layer of the external wall of the building, in addition to the use of paint, non-combustible materials should be used. When the exterior wall of the building adopts flammable insulation materials, it is not suitable to use ceramic tiles and other materials that easily fall off after the fire.

Chapter 3 Roof

Article 8 For buildings with non-flammable bodies with a fire-resistance limit of not less than 1.00 h for roof bases, the insulation materials for the roof shall not be lower than Class B2; in other cases, the combustion performance of the insulation materials shall not be lower than Grade B1.

Article 9 The insulation layer around the junction of the roof and the exterior wall and the opening of the roof shall be equipped with horizontal fire protection insulation tape with class A insulation material with a width of not less than 500mm.

Article 10 The roof waterproof layer or combustible insulation layer shall be covered with non-combustible materials.

Chapter IV Metal Sandwich Composite Board

Article 11 For metal sandwich composite panels used in temporary residential buildings, the core material shall be made of non-flammable or flame-retardant insulation materials.

Chapter V Fire Prevention Regulations for Construction and Use

Article 12 The construction of external insulation systems for buildings shall comply with the following provisions:

(A) After entering the site, insulation materials should be kept away from fire. When stored in open air, completely covered with non-combustible materials.

(2) The external insulation materials that need to adopt fireproof construction measures shall be constructed simultaneously with the construction of thermal insulation materials.

(3) The construction of flammable and flame-retardant insulation materials shall be carried out in different sections. Each section shall maintain enough fire-proof spacing and shall be coated with a protective layer while fixing the insulation material. The height of the external insulation material without the protective layer should not exceed 3 layers.

(4) The support members of the curtain wall and the supporting members of the air-conditioning and other facilities shall be subjected to welding and other processes prior to the laying of the thermal insulation material. It is really necessary to conduct fire protection measures such as fire blankets around and at the bottom of the welding site after the insulation material is laid.

(5) Hot-melt and thermal-bonded construction of waterproof materials may not be directly performed on combustible insulation materials.

(6) When the high-temperature equipment such as construction lighting is close to combustible insulation materials, reliable fire protection measures shall be taken.

(7) When thermal insulation materials such as polyurethane are used for on-site foaming operations, they should avoid high temperature environments. Anti-static measures shall be taken for construction techniques, tools and clothing.

(8) Temporary indoor and outdoor fire hydrant systems shall be set up at the construction site to meet the fire water supply requirements for fire suppression at the construction site.

(9) The external insulation project construction work station shall be equipped with adequate fire extinguishing equipment.

Article 13 The daily use of external insulation systems for buildings shall comply with the following provisions:

(i) Shafts, grooves, platforms, etc. adjacent to external walls and roofs shall not be piled with flammable materials.

(2) Fire hazard sources such as fire source and heat source shall maintain a certain safety distance from the external walls and roofs, and shall strengthen the management of fire sources and heat sources.

(3) It is not appropriate to perform welding, drilling and other construction operations on walls and roofs using external insulation materials. If it is really necessary for construction operations, reliable fire protection measures shall be taken and the exposed external insulation materials shall be treated in a timely manner after the completion of the construction.

(4) Electrical lines should not pass through flammable external insulation materials. When it is necessary to pass through, fire protection measures such as wearing pipes should be adopted.
