Entrusted by the three sessions of the Council, on behalf of the Superhard Materials Branch, I will report to the General Assembly on the revision of the Articles of Association. Please consider it.
1. The necessity of the amendment of the charter The theme of the charter is based on the model of the association's association and the charter of the General Assembly and was discussed and approved by the third member representative conference in December 2004. More than four years of practice have proved that the current charter has played a positive and important role in industry management and healthy development. However, the situation in society and the industry has changed a lot. The government and the general meeting have also put forward new and higher requirements for industry associations. In order to better implement the "Several Opinions of the State Council on Accelerating the Reform and Development of the Chamber of Commerce of Industry Associations" and the spirit of the first session of the Sixth Session of the General Conference, and to promote the reform and development of the Association, to serve member units better and more comprehensively, Give full play to the enthusiasm of the board of directors and member units, accelerate the pace of achieving a super-hard material power, it is necessary to make appropriate modifications to the existing charter.
2. The main content of the amendments to the regulations (the modified part is in black)
The first chapter of the general revision.
Article 3 is amended as follows: The purpose of this club is to abide by China's constitution, laws, regulations and policies, abide by good social morality, unite colleagues in the superhard materials industry, represent and safeguard the common interests of the whole industry and the legality of members of the association. Rights and interests, under the guidance of relevant government departments and general associations, conduct research, planning, statistics, quality, standards, liaison, guidance, coordination and service in the industry, assist government departments in industry management, and provide advice for government decision-making. . Between the government and association members, between the enterprises and institutions in the industry, between the industry users and related industries, between the domestic and foreign industries and related industry organizations, play the role of "link" and "bridge", which is good and good. We will work hard to develop superhard materials and their products industry and push them to catch up with the world's advanced level as soon as possible.

Chapter II Modifications to the scope of business.
The main amendments to Articles 1, 5, 6, 9, 11 and 12 of Article 6 of this Chapter are as follows:
1. Carry out policy research and investigation of industry conditions, collect opinions and requirements of the industry, study the direction and goals of industry development, provide scientific basis for government departments to revise industry development plans, development policies and regulations, and make recommendations. Healthy development of the industry strives for a good national policy;
5. To enhance the independent innovation capability and core competitiveness of the member units, actively organize technical exchanges, cooperative research and development, conduct technical consultation, promote scientific and technological achievements, and promote technological advancement and product and industrial structure adjustment in the industry;
6. Promote cooperation and exchange activities with the same industry in foreign countries in the field of technology and economy. Various measures have been taken to promote the export of industrial products and structural adjustment of export products, to provide import and export policy consultation for enterprises, to work hard to carry out industrial damage warning work in this industry, and to enhance the competitiveness of products in this industry in the international market;
9. Organizing and organizing national exhibitions and international fairs of the industry. Cooperate with relevant units to organize overseas exhibitions and exhibitions in China to provide services for enterprises to explore domestic and foreign markets;
11. Investigate and study the skills, quality, labor management, and distribution system of the industry's workforce. Actively carry out vocational skills appraisal work, strive to cultivate high-level technical talents in the industry, unblock the rising channels of workers, and lay the foundation for skilled talents for the great goal of impacting superhard material powers;
12. Organize industry self-discipline behavior, standardize the market competition order, and improve the economic benefits of industrial enterprises;
The amendments to the article were mainly based on the new policies and policies of the government and the problems encountered in recent years. Emphasis is placed on strengthening policy research, making recommendations for government revision policies, striving for a good policy environment for the industry, improving the independent innovation capability and core competitiveness of enterprises, promoting technological advancement in the industry, and adjusting product and industrial structure, and promoting the export of industrial products. And the structural adjustment of export products, efforts to carry out industrial damage warning work in this industry, increased the newly developed vocational skills appraisal work, and strive to cultivate senior technical talents in the industry, dredge the rising channels of workers, and closely connect with enterprises.
Articles 19 and 22 of the fourth chapter are amended as follows: The board of directors and the standing council must have more than 2/3 of the directors or standing directors to attend, and the resolutions must be attended by more than 2/3 of the directors or executive directors. Only after the vote is passed can it take effect.
Article 21 is amended as follows: This branch establishes a standing council. The Standing Council is directly elected by the Council or the Members' Congress. It exercises the functions and powers of Article 18 during the intersessional period of the Board of Directors and is responsible to the Board of Directors (the number of standing directors does not exceed 60% of the number of directors).
The amendments to this article are based on the Secretariat's large and sufficient pre-conference work, the level of policy and awareness of the member units, and the level of familiarity among the members, which have reached the level of direct elections, and the concentration of votes will be high.
