National Energy Administration: Orderly speed up the liberalization of competitive electricity prices

According to the Energy Bureau on the 8th, the National Development and Reform Commission and the National Energy Administration recently held a national power system reform symposium in Kunming. The meeting summarized and exchanged the progress of the power system reform in the previous stage, in-depth analysis of the problems existing in the reform, and research and deployment to further accelerate the reform of the power system. Lian Weiliang, deputy director of the National Development and Reform Commission, attended the meeting and delivered a speech. Zheng Jiejie, deputy director of the National Energy Administration, presided over the meeting.
In March 2015, the Central Committee of the Communist Party of China and the State Council issued the "Several Opinions on Further Deepening the Reform of the Power System." In the past two years, all regions, relevant departments and power companies have earnestly implemented the decision-making arrangements of the Party Central Committee and the State Council, and have made important progress and positive results in promoting the reform of the power system. The main responsibility for reform has been fully implemented, and the pilot reform of the power system has covered all provinces (autonomous regions and municipalities) that are conditionally carried out. The reform of transmission and distribution price has achieved full coverage of provincial power grids, and a scientific and standardized grid system for transmission and distribution of power grids has been initially established. The establishment of the trading institution was basically completed, and a fair and standardized trading platform was established for the electricity market trading. Accelerate the liberalization of the distribution of electricity business, the country's registered sales of electricity companies have about 6,400, the first batch of 105 incremental power distribution projects to carry out reform pilots, effectively stimulate market vitality. In order to develop electricity consumption plans, the scale of market-oriented transactions has expanded significantly. In 2016, the national market-oriented trading power exceeded 1 trillion kWh, accounting for about 19% of the total electricity consumption of the whole society. At the same time, with the deepening of reforms, the power system reform faces some new situations and new problems.
The meeting pointed out that we must unswervingly implement the decision-making arrangements of the Party Central Committee and the State Council on further deepening the reform of the power system, comprehensively implement the spirit and requirements of the supply-side structural reform, and persist in using reforms to solve the problems existing in the reform. The next step in accelerating the reform of the power system is mainly to “four orderly accelerations, four norms, and four enhancements”: orderly speeding up the development of electricity consumption plans, orderly speeding up the release of the electricity distribution business, and orderly speeding up the release. Open competitive electricity prices, speed up the liberalization of trading institutions' trading business; speed up the regulation of transmission and distribution prices, speed up the prioritization of priority power generation rights, accelerate the standardization of self-supplied power plants, accelerate the standardization of local area networks and incremental distribution networks; The construction of trading institutions, strengthening the comprehensive supervision of the power industry, strengthening the construction of the credit system of the power industry, and strengthening information sharing in the power market.
The meeting stressed that to further deepen the reform of the power system, we must pay close attention to implementation, base on the basement, and let the four pillars and eight pillars take root, ensuring that the reform is not out of shape and effective. All localities should continue to explore in the framework of Zhongfa No. 9 and supporting documents, boldly explore, be brave in practice, learn from each other, learn from each other's strengths, and sum up good practices in a timely manner to form a replicable and scalable experience. With a high degree of political consciousness, a strong sense of responsibility and a sense of mission, we must intensify our efforts, redouble our efforts, overcome difficulties, and advance ourselves with difficulties.
